Abstract: In this paper, a novel scheduling algorithm is proposed for improving quality of service (QoS) in the military satellite systems. The proposed algorithm consists of dynamic weighted deficit round robin (DWDRR) and exponentially weighted moving average (EWMA) to reduce the queuing delay due to the bursty traffic in downlink networks. To demonstrate an usefulness of the proposed algorithm, the reliability of the proposed algorithm are investigated using OPNET modeler 16.0. The simulation results show an availability of the proposed scheme in terms of a queuing delay and a packet drop ratio through the comparison of previous algorithms
