This paper proposes a technique to improve the capacity and coverage of network. It is achieved  by deploying small cells(SCs) in existing macro cell (MC) to form the heterogeneous network(HetNet) in order to fill up in the areas whereby the MC are not able to cover. However, some interferences such as intra-tier (IT) and cross-tier(XT) due to unplanned deployments can occur and finally cause the limitation of the Quality of Service (QoS). In order to deal with these interferences, the relays are subsequently deployed to amplify the weakened signals to the mobile terminals. From the key features (very lightweight, small size, simple to be installed and eco-friendly) of the deployed SCs and relays, this technique benefits from network infrastructure management. The simulation results show that after the introduction of relays in HetNet, there is a significant improvement of the network performance which was manifested in achievable rate.
