This paper proposes traffic light-based dynamic scheduling using fixed priority algorithm, which can reduce traffic congestion in the road intersection. The regular switchover of traffic light (TL) may cause the condition where one edge in the intersection has massive number of vehicle. Thus, the traffic congestion occurs. Moreover, the emergency vehicle that will pass the intersection is stunted. It caused due to the edge has not got a turn for turning the green light. Therefore, A fixed priority algorithm is used to select the traffic light turn regarding the high number of vehicle and the existence of emergency vehicle on its road. The adaptive scheduling scheme is also adopted, which provide the arrival time and timing for green light also the yellow light. Finally, the result depicted the selected TL relies on the number of vehicle and emergency vehicle in the edge of intersection.
