Comments:
The paper suggest the exploitation of a bio-inspired algorithm for the allocation of services in a fog-based IoT structure under different network conditions. The study and presentation is adequate for a WIP paper, although the current results do not demonstrate significant gains, considering also that actual implementation details and relevant overhead are excluded from the study.

Comments:
The paper presents a service provisioning scheme for fog-based IIoT architectures. The topics is for sure interesting, but the paper has some limitations. English is one. For example, in the introduction "The studied in the [2] studies modeling of Industry4.0-based fog computing.", " it located at Fog Layer", "fog node gets failure ". PLease revised it carefully.
Also, in Section 4, I recommend reducing the space reserved to the explanation of the algorithm, since a reference is later provided ([5]). In Section 5: a more detailed description of the comparative case is highly recommended. Since the contribution of this paper apparently lays in the
performance boost, a stronger focus on the comparison with other traditional solutions and other solutions from literature would be appreciated.

Comments:
This paper deals with the problem of service provisioning scheme for Fog-based IIoT. Especially, they use a bio-inspired optimization algorithm to adapt the service provisioning. The authors implement the wild-goats algorithm to minimize the network latency, the computational cost and the storage cost. The authors perform the new schemes evaluation using different network conditions (good, normal and worst). The reported results are very promising. The proposed scheme works in real time and can achieve low latency compared to the traditional architectures.

The paper has a good technical sound since the authors use the wild-goats algorithm as an optimization method for the problem at hand. Furthermore, it is well structured, the related work as well as the use of English language are adequate.
