Your proposed paper with the main focus of node placement in a remote and disastrous area using a sink node is a well- written and well-organised research article. The discussed contributions were comprehensively investigated, analysed and validated through simulation and some experiments. MERCI platform as mentioned, supposed to allow emergency responders to make quick and accurate incidence damage assessments following a natural disaster. However, it would be better to numerically prove whether the system act fast and reactive for target applications to assess an early warning in an unsafe condition. Moreover, there is existing research related to the proposed problem, such as "Superior Path Planning Mechanism for Mobile Beacon-Assisted Localization in Wireless Sensor Networks ", for path planning using a mobile beacon assisted. The method could successfully provide full coverage of ROI while enable to deploy sensors and localise them with a high accuracy. It would be great if authors could enhance the body of literature with some known related methods and show how the proposed platform outperforms those methods.

Although reject at this stage but strongly encourage re-submission. My observations are already written in other sections.

Is the paper technically sound?: Reasonable.

Is the subject matter presented in a comprehensive manner?: There are some mistakes in presentation. For example, a curly bracket in equation (3) is missing and not completed. From Principle 2 it looks like that the paper only addresses barrier coverage. There are many interesting barrier coverage paper and those are not well surveyed. This issue of coverage itself is not addressed in a comprehensive manner. There are different types of coverage: area, barrier, point of interest, information coverage and related various types of figure of merit. These issues are also coupled with the sensing and communication model. However, these issues are not well covered in this paper. Also, there are some optimal deployment patterns and the issue of patter mutation as the ration of communication radius and sensing radius changes. Most of the references are old.

The entire paper requires a lot of additional reading and thought.
