abstract - In this paper, H.265/HEVC, the current standard for image coding, analyzed problems that cannot be applied to real-time monitoring systems for naval. The H.265/HEVC coding technique has a higher image compression rate than the H.264/AVC, which is the image coding technique of the naval combat system, but has a longer delay in coding. To solve this problem, a system was proposed to reduce large amount of image data based on Bezier Curve image reconstruction scheme and then proceed with H.265/HEVC coding. In addition, the proposed scheme were compared and analyzed in terms of real-time and image quality with H.264/AVC, an existing image coding system for naval, which resulted in improved performance of the proposed scheme.
